I'm sure this would have worked fine, if I was installing from a Windows Recovery Disc. Not sure why it didn't play nicely with a Windows Recovery Partition. Dropped 2 eggs, because of these issues

I use a USB to SATA adapter to connect new hard drives externally before installing them in a system. This way they come up in windows as an external drive on a working system and I can run a full diagnostic on them before going through all the effort...
Price
Dead on Arrival. I ran a diagnostic on the drive before using it. The result was too many bad sectors
